The EMN Annual Policy Report contribute to the report prepared by the Commission and presented to the Council each year from June 2010 onwards.
The EMN provide an insight into the most significant political and legislative (including EU) developments, as well as public debates, in the area of migration and asylum through its Annual Policy Report. In order to meet also the requirements of the méthode de suivi, however, the format of the Annual Policy Report has been changed so that developments specifically related to the commitments in the Pact are reported in separate sub-sections. This facilitate the production of the Commission's Annual Report.
The EMN Annual Policy Report 2009 cover the period 1st January 2009 to 31st December 2009 and it is the sixth in a series of such reports. Consistent with previous years, the reports follow two main objectives, which now have to be seen in the context of the Pact. Firstly, nation-specific significant developments (political, legal, administrative, public debates) in the area of migration and asylum are described by each Member State. Secondly, each Member State document the state of implementation of EU legislation and the impact of European policy developments at national level.
The National Reports are used both to contribute to the Commission's Annual Report on the implementation of the Pact and, as per previous reports, to the Synthesis Report, in order to summarise and compare the findings in a comparative perspective useful for policymakers.
